This October 2005 article, “Crowd Control That Can Kill: Can American Police Get a Grip on Their New ‘Less-Lethal’ Weapons Before They Kill Again?” was written by PARC Board Member Christopher E. Stone, and PARC researchers Brian Buchner and Scott Dash. It appeared as a Rappaport Institute for Greater Boston, Kennedy School of Government, Policy Brief and describes the death of Victoria Snelgrove, who was killed when she was hit by a projectile fired by Boston police officers responding to crowds celebrating a Boston Red Sox victory.
