Review of National Police Oversight Models

PARC prepared a review of national police oversight models for the Eugene Police Commission in 2004. The Police Commission asked PARC to report on oversight models in jurisdictions that have similar sized populations and police departments as Eugene. Additionally, the Commission was interested in models that represented the wide variety currently in existence in the United States. In the report, PARC created a new conceptual framework for categorizing police oversight models. The new categories are Review and Appellate Models, Investigative and Quality Assurance Models, and Evaluative and Performance-Based Models.
