The Christopher Commission was established by Los Angeles Mayor Tom Bradley to examine the structure and operation of the Los Angeles Police Department (LAPD) following the March 1991 videotaped and controversial police beating of Rodney King in March 1991. The report includes an analysis of the LAPD’s recruitment and training practices, internal disciplinary system and citizen complaint system, and makes a series of recommendations.

In December 1991, the Board of Supervisors of Los Angeles County appointed James G. Kolts and staff to conduct a review of the "policies, practices and procedures of the Sheriff's Department including recruitment, training, job performance and evaluation, record keeping and management practices, as they relate to allegations of excessive force, the community sensitivity of deputies and the Department's citizen complaint procedure." The report, also referred to as the Kolts Commission report, includes a comprehensive assessment of the department and a series of recommendations

In July 1992, a commission (chaired by former judge Milton Mollen) was established: “to investigate the nature and extent of corruption in the Department; to evaluate the Department’s procedures for preventing and detecting corruption; and to recommend changes and improvements in those procedures.”

The Commission, chaired by former U.S. Attorney Donald K. Stern, examined how Boston Police Department officials prepared for and managed crowd control as fans celebrated a Boston Red Sox victory in October 2004. Victoria Snelgrove, a 21-year-old college student, was struck and killed by a “less-lethal” projectile fired by a Boston police officer. The report described the department’s failures and made recommendations to reduce the risk of police and public injuries or deaths in the future.
